If you still have access to the computer where the license is currently activated you need to deactivate it from Studio > Help > Product activation. Then install Studio on the new one and activate it.
If you don`t have access then try to reset the license from your RWS account as described in this article: https://gateway.sdl.com/apex/communityknowledge?articleName=000001616
