Cannot activate TS 2021 side by side with 2022 Freelance

Question

TS 2021 and 2022 side by side on a dual boot pc. 2022 works fine on the new system but 2021 will not activate. Message says that the activation code used is improper although I used the activation code in my account as recommended . I then tried unsuccessfully to deactivate 2021 on the previous system. 
 
 Please note that 2022 was installed first on the new system, activated (with difficulty, as usual), followed by the installation of 2021. Just in case, I even deactivated antivirus and VPN, to no avail. 
 
 I wonder what changed. It worked some time ago with 2019 and 2021.
