offline deactivation is not working (Trados Studio 2021)

I recently reformatted my PC. I'm using Studio, but it's not working properly (unable to create projects in some cases). Now when I open it, I see that Trados thinks I'm using a Trial version.

I cannot activate using my Activation code because I get this error: No licenses are currently avail. for the specified activation code.

So I tried Offline deactivation and received an Offline deactivation ticket from SDL via email.

When I browse to here https://oos.sdl.com/asp/products/ssl/account/mylicenses/offlinedeactcert.aspx?ActivationCode=xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx&LicenseType=EntitlementSingleUser and paste that code (received via email) in, I see a pink box at the bottom stating:  An error has occurred with your offline-deactivation. If you continue to have problems, please log a support request. When I click on that link (to log a supp. request) it takes me to a support page that isn't helpful.

The Offline deactivation ticket is 4,512 characters long, by the way.

I can't function like this, and need help resetting my license so I can activate it.
