Studio 2017 Can not Rest my License

Question

Hi 
 I am having a hard time with my SSD(computer). 
 I have lost it yesterday, totally, I do not the exact reason. 
 Any way, I have bought a new PC and tried to use my old Studio. 
 But it never works. 
 
 I think I have to deactivate all of mine and to start scratch. 
 But it never works, So I have tried to Rest again 
 Got the same result. 
 
 How can I use Studio again
