Hi I deactivated studio 2017 offline from the previous PC and I need to reactivate it but it looks like it is still in use which is why I can't activate it online again in the new PC

Question

I had a computer problem last year so I had it fixed with a new C drive as the old one was faulty. 
 I deactivated my licence from the old C drive offline as I could not do so online. 
 Now I need to reactivate the licence in my new C drive but I cannot seem to reactivate it. 
 I failed it online so I tried to adtivate it offline but then I could not get the certificate code or something to enter in the final field. 
 It is no annoying that I cannot use my studio in the new drive
