I want to release the license. But I can't.

I've Trados 2019 license deactivating question.

I want to release the license. But following message was appeared. Deactivating fails.
Could you release the license?

Message:
You can only reset your license 3 times within 12 months, it appears you have exceeded this limitation and the option to reset your license is no longer available.
If you are having issues with your license and need further help please click here to log a request with the support team.

FYI:
In my environment, deactivating sometime fails. In such a case, I use Reset license feature.
I have a trouble because it seems to have an upper limit.
If the upper limit were not exists, it nice.

In argent case, it's helpful if I can call trados technical support only licensing issues.
Could you teach me trados technical support phone number in Japan?
