Newly configured Trados License Server does not appear to serve licences. Attempt to move back to old server fails deactivating licenses on new server

We've deactivated our Trados Studio 2019 licenses on our old Trados License server and successfully upgraded them to 2022. We activated these new licenses on a new Trados License server, but clients can't activate with those licenses. Assuming the new server isn't setup correctly we wanted to move back to the old server and tried to deactivate the licenses on the new server but that fails repeatedly with: Trados License Manager. Provider error occurred, code: 733. Veriffy Revocation failed with Error Code 210230.

Any suggestions what is the best way forward? Fix the new server or update the old server and the licenses running there. And how?
