I need to deactive licence on old PC, currently used for studio 21. Install Studio 22 on the new machine and then activate the Professional licence on the new machine. - Error 653 at deactivation attempt. Cannot deactivate licence on old machine

Hello, 
 I am using the trados licence manager on my own machine. 
 I need to move trados from an old pc to a new pc (surface). 
 and install trados 22 on the new machine. 
 And then activate the licence on the new machine. Ideally being able to use also trados 21 (come clients still want it). 
 
 When attempting to deactivate the licence on the trados licence manager, I get error 653 "revocation is already complete or revocation proof is already uploaded" 
 But if I try to start trados 21 on the old machine, it works, recognising the licence.
