Re-activating the product

Question

I have a perpetual license for Trados Studio 2021, which was installed on my old laptop. However, due to some issues I had to reinstall the Windows, which means that Studio was erased. 
 Since then, I haven't had a need to use it, which is why I haven't reinstalled it. In the meantime I got a new laptop on which I would like to install and use Studio. 
 But the license can't be activated on either laptop - when I reainstalled Studio 2021 on the old laptop, I was prompted to activate the product or continue with a trial version. When I chose to activate the product, I get a pop-up message "could not activate this product - no licenses are currently available for the specified activation code." 
 What are the solutions to this problem?
