How do I transfer my Studio 2021 Freelance Pro license to my new primary PC, since I seem to be missing a license?

I’m about to transfer my Studio 2021 Freelance Pro to a new PC, but when I went to the license page I saw I’m only showing one license. I have a second (ghost) license activated on my laptop. How do I deactivate and reactivate a license on my PCs safely?
