Cannot deactivate Licenses an a to be decommissioned License Server. Any attempts fail with Provider error occurred, code: 0.

Question

we are replacing one of our two License Servers. 
 
 I've tried deactivating the licenses on that server but it failed on multiple attempts (a week apart) with:

Is there a way to only reset the 3 licenses which are on one server and continue to use the other 3 on the second server, or will all 6 need to be reset at same time? 
 
 I am asking since we are using the licenses actively and right now there is only small time frames (one hour maybe 2) where we don't need them. Or do licenses borrowed from the server "survive" the license reset for their validity period (which I doubt, but don't know)?
