I just updated to this release
but TMs are not recognized anymore, even I could NOT create a new TM
I could NOT open TM or add TM to an existing project

is there a tool to roll back to the old version smoothly
I would not waste time on that. The error is not related to the new version and I think you are just as likely to have that error with CU9 or earlier. The support team will help you out.
