Offline deactivation does not work

Question

I have cloned SSD where OS and Trados are installed. After cloning finished, I noticed that I needed to deactivate the Trados that was installed in the old SSD before activating it in the new SSD. 
 So, I tried to deactivate it offline using Offline Deactivation Certificate, but the Deactivation Certificate was not generated and the following message appeared. 
 An error has occurred with your offline-deactivation. If you continue to have problems, please Please log a support request. 
 What can I do?
