I can't access after deactivating license failure

In order to change the desktop computers.
I tried deactivating the license for the older desktop.

But deactivation failure message displayed
and I can't access either in the old desktop or new one.

In the RWS account page, both licenses are still used (deactivation is not applied),
and there's no available license.

Please help me deactivating the previous one and activating in the new desktop successfully.
