You can already upgrade to Trados 2022, if you want to. The upgrade is in your account, Products and Plans - Licenses.
You will receive the free upgrade to Trados 2024 once Trados 2024 is launched.

I would like to wait for the 2024 version if it will be released soon、if upgrading to 2024 from 2021 is possible free of charge.
Yes, both upgrades to Trados 2022 (already in your account) and later, to Trados 2024 are free of charge, as you have a valid support contract. It's just that you need to process two upgrades: one to Trados 2022, then the other one to Trados 2024 (upon launch). You cannot process a single upgrade directly to Trados 2024.

I'm just curious to know why you didn't take advantage of the upgrade you already had from 2021 to 2022? You paid for it through your support contract.
