After resetting license SDL Studio freezes when iniatializing Setup Wizard

Product version: SDL Studio 2021 SR2, 16.2.10.9305

When starting the application, it freezes in the process of initializing the Setup wizard. The error thrown is "Ein Aufrufziel hat einen Ausnahmefehler verursacht."

We have run through all the suggested remedy solutions from the knowledge base and the community (several times) but the error persists.
