How can I move Trados Studio 2017 from my old Windows10 PC to a new Windows 11 PC? The Deactivate button does not work. Could you please tell me how to use "Offline Deactivation"?

How can I move my Trados Studio 2017 from an old Windows10 PC to a new Windows 11 PC? 
 To deactivate the license on Windows 10, 
 
 I click the "Deactivate" button, but an error message showed an error "Deactivation failed - could not connect to the activation server.". 
 Then I tried to click "Deactivate Offline". But I could not find the offline deactivation link and how to process move my Trados Studio 2017 to Windows 11 PC. 
 
 Would you please tell me how I can move my Trados?
