Cannot deactivate multiple Studio 2021 Professional (Network SN) licenses using the License Manager

We have purchased 2024 network license upgrades for some 2021 licenses but cannot deactivate the 2021 licenses in order to complete the upgrade. The License Manager just keeps saying, "Could not connect to the activation server: Error ID: 8277831." There is no problem with the internet connection, and we have not previously had any issues with activating/deactivating licenses this way. It's a bit puzzling why there is not an offline deactivation method similar to the offline activation.

    the Trados License Manager was still unable to reach the activation server in order to activate the upgraded licenses.

    This is strange because AFAIK the Trados License Manager running on a server machine does not need to connect over the Internet to activate or deactivate its licenses. Everything happens locally on the server machine. Problems with deactivation usually show up only when something has been changed in the hardware configuration of the server, e.g. the MAC address of the network card. 
    You can check this using the Wechoid Locking utility.

    Also, make sure you have the latest version of the "Trados License Server Manager", namely 17.0.648. 
    You will need this new version to activate the Studio 2024 network licenses.
