Error 1603 in installing Trados Studio on Surface with Windows 8

I'm trying to install Trados Studio on a Surface 3 running Windows 8. I'm getting this error message: "Setup did not complete. The error is: Package 'Microsoft Web Services Enhancements 2.0 SP3' could not be installed. Fatal error during installation. Error number: 1603."

The Surface software is up to date. I consulted the Microsoft support pages and these seem to say that SP3 is only for earlier versions of Windows. Does anyone know whether there's a fix for this problem that would allow me to finish the installation, and whether it would come from Microsoft or SDL? Thank you.

    You didn't state which version of Studio?  There is an article here worth investigating I think:

    If that doesn't help then you should probably log a support case through the solution finder.  Go to the Knowledgebase;

    Then go to the tab called Solution Finder  ( ) and now go here;

    - I use SDL Trados Studio and/or SDL MultiTerm 2011, 2014 or 2015

    -- I receive an error message during installation

    --- I have disabled UAC during installation / I do not have Win Vista 7/8

    ---- None of the error messages match my issue / I tried the suggested resolution....

    So if you have tried everything suggested, when you get to this point you'll be presented with a form to contact support.  Complete all the fields in the form making sure your email address is entered correctly or nobody will be able to get back in touch with you.

    Also use the Chrome browser to log the case if you have it; you'll get more success in completing the form.
