Deactivate all licences on licence server leaves one licence active

Question

I have the Professional Network licence version of Trados 2019 running with licence server version 10.0.0.0121 and 2 licences. In order to move the licence server to a different machine, I click on Deactivate All in the Trados Licence Server Manager utility. However, when I then look at my account online it shows as one licence still in use, and the licence server shows there still being one licence left on the server. If I then put the activation code back in to activate the licence again both licences show up on the licence server. How do I completely return both licences so that I can reactivate them both on the new server?
