In order to have the 2024 license in your account you need to process the license upgrade from 2021 to 2024 as described in this article: https://gateway.sdl.com/apex/communityknowledge?articleName=000001319
For Freelance licenses like yours it is not necessary to deactivate Studio 2021 before processing the upgrade.

Does it mean that if I have open projects (still in translation) in Trados 2021 the upgrade will be smooth and i can still work on it in Trados 2021?

Yes, you`ll be able to work in Studio 2021 as long as you don`t deactivate your license and as long as your computer name and the hardware doesn`t change.
