Transfer license to a new pc

Question

Good morning, 
 I'd like to transfer my Trados studio 2021 license to a new computer. When I want to deactivate the license on my old pc I get the following message: "Deactivastion failed. Could not connect to the activation server. Check the activation server adress in the provider settings. The remote server returned an error: (403) Forbidden." 
 the internet on the old pc works, so I don't understand why I cannot deactivate the product on it. 
 Could you please help?
