Activation failed

I had to transfer one of my two Studio 2019 licenses from a faulty computer to a backup computer. Your server wouldn't do the deactivation online so I used the offline activation and eventually I succeeded. But now that there is a license available, I can't activate my Studio 2019 on my backup computer. I get a message saying "Could not connect to the activation server. Check the activation server address in the provider settings. The remote server returned an error: (403) Forbidden.", even though I am connected to the server. Why there are always problems with your server when you need to activate/deactivate etc.
