Activation error

Question

I have successfully deactivated my license on the old computer, but cannot activate it on the new one. The online activation renders an error: Activation failed. "Could not connect to the activation server. Check the activation server address in the provider settings. The remote server returned an error: (403) Forbidden." 
 When I tried to activate the license offline there is a message: "The requested service is not available. Sdl.Desktop.Platform.Services.ITelemetry Service." 
 Can someone help me?
