Unable to re-activate Studio 2019 license on new computer

I Have just updated to a new computer and need to activate my license on the new one. I have deactivated Trados Studio 2019  Freelance on my old computer, with no error messages appearing (or confirmation). However, under "licenses", it appears as "in use". When I try to re-activate the license, the following error message appears: Could not connect to the activation server. Check the activation server address in the provider settings. - The remote server returned an error: (403) Forbidden
