Trados Studio 2022 perpetual license failing to reset despite message saying it's done!

I need to deactivate Trados Studio 2022 perpetual license as old desktop crashed and to reactivate on my new desktop. The reset option appeared to work earlier, saying wait 30 minutes - see screenshot below - but hours later and following restarts, the license stubbornly remains as "in use".  When I try the deactivate offline option, I am unable to select the license. 

I followed the videos and advice online but no joy. I would be grateful for a solution from someone who has experienced the same problems.
