deactivation not working

I tried deactivating but doesn't work with above. 

Then somehow it got deactivated when i refreshed the app and now i got certificate.

But still, it shows me that it's in use.  
Trados Studio 2022 Freelance license information showing 1 User, 1 In Use, and 0 Available.

Why is it so hard to activate/deactivate every single time??
