Cannot activate Trados Studio 2019 online or offline

Question

I am not able to activate my Trados Studio 2019 (which I am trying to use, as my Studio 2024 crashes on startup). When I attempt to activate online, I get the error "Activation failed. Could not connect to the activation server. Check the activation server address in the provider settings. &ndash; The remote server returned an error: (403) Forbidden." 
 When I try offline activation, after I enter the activation code, I get the error "The requested service is not available: Sdl.Desktop.Platform.Services.ITelemetryService." 
 Please, help.
