Cannot activate Studio 2017 online or offline

Question

Hello, 
 I deactivated my Studio 2017 license on my old computer to reactivate it on my new computer. But when I enter my activation code, I get the error message: Activation failed. Unable to connect to the activation server. Check the activation server address in the provider settings. The remote server returned an error: (403) Forbidden. 
 I also tried offline activation, but when I enter my activation code, I get the message: Unable to retrieve the lock criteria specified in the license on this computer. Expected: VLS_LOCK_DISK_ID, VLS_LOCK_ETHERNET
