License Activation and Deactivation Failure Inquiry

I would like to deactivate my Trados Studio 2019 license.

Before repairing my computer, I attempted to deactivate it, but it was unsuccessful.

message:
“Unable to access Activation Server. Please check the Activation Server configured by the provider. The remote server returned an error (403: Not available).”

This license allows activation on two devices, but currently one device is activated (the one that was activated before formatting, which is now unavailable).

I would like to deactivate all activations and then reactivate the license on my new device.

I also receive a 403 error when trying to activate.

Both deactivation and activation are problematic.
