I am trying to deactivate SDL from my laptop but
it does not let me do so and I also tried to Deactivated offline again it wont let me do s
o. Please deactivate my machine.

If you want to activate the license on a new PC you still have an extra activation available and you can activate it as described in this article: https://gateway.rws.com/csm?id=kb_article_view&sysparm_article=KB0039784
After the license is activate it you can try to reset the old activation from your RWS account as described in this article: https://gateway.rws.com/csm?id=kb_article_view&sysparm_article=KB0038545
