My computer has just crashed and I would like to deactivate my Trados 2021 license from it to reinstall Trados on a new laptop.

You should reset the license from your RWS account: https://oos.sdl.com/asp/products/ssl/account/mylicenses/licenses.aspx

Wait for 30 minutes and then activate your license on the new PC. Trados can be installed from your RWS account, Products and Plans - Downloads.
