I have a license that allows me to perform two activations. I did this with the 2017 version (computer and laptop). I then upgraded the computer after purchasing the 2022 license. I would now like to do the same on the laptop, which is still running version 2017. Unfortunately, I cannot perform this upgrade because returning the license does not work.
Since you upgraded to Trados 2022, you no longer own Trados 2017, there is no need to deactivate it.
To use your second activation, simply install Trados 2022 from your RWS account, Products and Plans - Downloads. The activation code is in Products and Plans - Licenses.

on my laptop, 2017 is still running and when started, it says checking license and it works. In my account, however, only 1 2022 license appears (earlier, both licenses have shown up there). When I install 2022, will I not be asked for that second activation code (that's what happened earlier) and do I not have to return the 2017 activation before upgrading?
You do not need to deactivate Trados 2017. Trados 2022 Freelance Plus is a single user license with two activations, not two separate licenses. The activation code is in your account, Products and Plans - License and is the same as the one you used for your first activation.
