Cannot deactivate license in Trados Studio 2021

I am trying to transfer my Trados Studio license to a new computer. I cannot open Trados Studio on my old PC, (error message says Service could not be started and pc is malfunctioning in numerous ways) how do I deactivate the license and get a certificate to activate the license on the new PC? Have searched this issue and the only way seems to be to initiate a case with RWS but for some reason even when logged into my account I cannot open a case.
