You can directly install Trados 2021 on your new PC without uninstalling it from your old PC. Trados 2021 can be installed from your RWS account, Products and Plans - Downloads.
Do you perhaps mean you cannot deactivate Trados 2021 from your old PC? If so, please try to reset from your RWS account, Products and Plans - Licenses https://oos.sdl.com/asp/products/ssl/account/mylicenses/licenses.aspx See also gateway.rws.com/csm
