Activation of Trados 2017

I have a question about the activation of Trados 2017.
The following error message appears and activation fails:

“Activation failed. Could not connect to the activation server. Please check the activation server address in the provider settings. The remote server returned an error: (403) Forbidden.”

I tried offline activation. It needs an installation ID, but I cannot find the Installation ID.
How should I proceed?
