Cannot deactivate license

I have a perpetual license (main + extra activation) for SDL Trados 2019. When I logged in a few hours ago on my old machine to deactivate my license before installing SDL Trados on my new machine, I got an error message saying that deactivation was not possible online. I tried the offline method, but that didn't work either. I finally tried the "Reset" option and waited over 30 minutes before attempting to activate SDL Trados on my new machine. When I attempted to do so, I got an Error 403 saying that activation online was not possible. I honestly have no idea why neither online nor offline deactivation/activation is working for my license. I would appreciate it if Support could reset both of my licenses (main + extra) so that I can use SDL Trados on my new machine. Thank you.
