Freelance Plus 2017 in new laptop stopped working with License expired message and resetting license didn't work

I bought a new laptop and moved my extra activation license from my old laptop to the new one over a month ago.  After a month, I got a License expired message.  I was sent instructions to reset my license, which I did.  I then used the activation code to activate it but I received an Activation failed message saying "The request was aborted. Could not create SSL/TLS secure channel." I then tried to activate offline, but also got an activation failed message saying the lock is invalid.  Now my account shows that the regular license and the extra license are both in use, which is not the case.  Can you please indicate how I can solve this issue?  Thank you.

    Try to reset both activations - Reset license button from your RWS account - Licenses tab. After the reset, please wait 30 minutes before trying to activate it.

    If you have Windows 11 try the following steps: 

    In Windows search bar type "Device Manager" and open it and then go to: Network Adapters - Action - Add Legacy Hardware - Install the hardware that I manually select from a list - Network adapters - Choose a network adapter (Microsoft > Microsoft KM -Test).

    Then try again offline activation.
