I can't deactivate

My old laptop died, I can't return the license online and I can't contact SDL to get it reset. I looked on ALL of the help pages and they are useless...

The instructions for reset show this

I click "reset license" and am taken to this screen, where Reset licence does NOT APPEAR ANYWHERE!!!

I have tried off line deactivation, but it wants an installation ID...

which I can't get because I no longer have access to that computer.

So tell me, how am I supposed to get my license released when you provide ZERO options to do so, no longer provide support and your OWN INSTRUCTIONS online do not reflect reality????

I need my license released immediately.
