License reset request for Trados Studio 2017

I cannot activate my Trados Studio 2017 license on a new PC.
Product: Trados Studio 2017
- Old PC: License was deactivated online successfully.
- New PC: Online activation fails.
- No option for offline activation is available.
- I also tried Reset License in my RWS account, but it did not solve the problem.
It seems the license is still locked on the server. 
Could you please reset it so I can activate on my new PC?
