Transferring Studio 2019 Freelance licence to new computer

I have a Freelance licence for Trados Studio 2019 SR2 15.2.8 I want to deactivate the licence on my old computer and activate it on my new laptop. I get the following message Error message window with a red circle and white X icon. Text reads: 'Deactivation failed. Could not connect to the activation server. Check the activation server address in the provider settings. - The remote server returned an error: (403) Forbidden.' An OK button is at the bottom right.
