I do not have acces to cloud based resources my machine translation note working and need assistance

I do not have access to cloud based resources my machine translation note working and need assistance . The support team think that my License is not active but from my end it says that the Licence is active. When I open Trados  there are time where trados studio does not open , when it open there is a message that pops saying Trados has not finished installing
