Studio 2019 license impossible to reactivate after moving hard drive to a new PC

I am still using Studio 2019, due to a customer requirement. I bought the license in 2018. Earlier this year I transferred to a new computer, and I was able to deactivate my Studio license on my old laptop and re-activate it on my new computer.

This summer I experienced hardware issues with my new computer. The issue was resolved by moving my hard drive to a new computer. And then the licensing issues began.
The problem seems to stem from the fact that the hard drive sits in a new computer, with a new computer name. Apparently the computer name is a critical parameter for the Studio licensing process, something I was not aware of at the time.

When trying to resolve this issue I repeatedly reset my license and tried to reactivate it again. I then learnt that I am only allowed to reset my license 3 times within a 12 month period. So the option to reset my license is gone.

I then tried the offline deactivation option. It turns out that this option too is closed to me. One of the steps in this process is this:

"In the Product Activation dialog box, click the Deactivate offline link. The Offline Deactivation page is displayed."

However, when I Product Activation dialog box there is no Deactivate offline link. I assume this reason for this is that in my local Studio instance I don't have an active license, even though the license is listed as activated on the RWS Account > Licenses and Subscriptions page.

So I am seem to be completely stuck, all because I had to move my hard drive to a new machine. Does anyone know of a way forward from this point? Please advise ....
