I have to move Trados to a new PC due to upgrade to Windows 11. I have Trados 2021 running and a license for v2024 still to install. How should I proceed? Should I install the new version still on the old PC or directly on the new one?

You purchased an upgrade, which is different from having two separate licenses. Once you process the upgrade to Trados 2024, Trados 2021 won't work anymore.
So you have two options: either move Trados 2021 on a new PC (procedure described here 05.7. How to... Transfer my existing licence to a new computer? ) or process your upgrade, install and activate Trados 2024 on the new PC.
Also, please note you purchased an upgrade to Trados 2024 Freelance (not Plus), so with Trados 2024 you will only have one desktop activation. The included cloud version can be accessed via browser at this link https://eu.cloud.trados.com/
