The 2024 licenses are activated based on the Host Name and Disk ID of the computer / VM. In theory, if the users have their own VM and if the Host Name and Disk ID don`t change they can activate their licenses on it but legally you cannot use one single-user license to serve multiple people via RDP/virtual desktop. 

If the environment is set up as similar to Citrix or a terminal server then the single-user license cannot be activate at all, only Network licenses.
