I recieved a notification in Trados Studio for an update. After downloading and installing it Studio fails to open at all. The message is Fail error starting appplication.

Try running Trados as Administrator (right click on it and Run as Administrator) - from the error you posted it looks like your system is blocking Trados, not a Trados error.
Also check the User Account Control in Windows - see how the bar is set, move it to a lower level if it's the highest or perhaps disable it:
