Hi Anja,
Could you confirm the steps you took when trying to install.
I have just installed successfully on a W7/Studio 2017 machine without issue,
so was wondering whether you are logged in as admin? and/or you will need to add the plug-in to the antivirus 'white list' as a safe application.

A couple of things to try. First of all try the simple thing and just copy the sdlplugin file to this folder and then restart Studio:
c:\Users\[USERNAME]\AppData\Roaming\SDL\SDL Trados Studio\14\Plugins\Packages\
If that doesn't help then this problem may be coming from leftover registry keys created from previous installations. Please use the Registry Editor and go to this key:
HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\SDL\
The Studio 5 folder corresponds to Studio 2017, Studio4 to Studio 2015 and anything below that relates to older installations of SDL Trados Studio. If you no longer have those versions installed then please delete the leftover registry entries (Studio2, Studio3, etc).
