Hello! I have a problem with downloading the app. When I try downloading it, there is a field of selecting a version, but there is no drop down list. Because of this, the "continue" button doesn't work. Could you help me please?

Can you try a different browser perhaps?
It looks a little like a resolution problem from your sreenshots.

There is no "Language Cloud" app... so I'll hazard a guess you mean this one?

So I suggest you try changing the resolution of your screen, or a different browser... or even clear your cache just in case.

Hi Paul, I am having the same problem.

I don't use the app, just the plugin, but a client (a freelancer, not corporate) brought up to me that she can't install it either. She pays for the engine as far as I know.
This is what she said:
"I got in touch with them [SDL], we had a remote session today and I could download what they recommended - the NMT (SDL Machine Translation Cloud app), however, neither open nor extract it. She then said:
Thank you for the time spent in the remote session. We could not install the plugin due to insufficient administrator rights. Please address the issue to the IT responsible."
My advice to her is to use the builtin plugin since she probably won't use the full capabilities of the cloud app anyway.

Which app are you trying to download?
The selected app (from your screenshot) is only available for Studio 2019 and 2021.
I think the issue here is that you are connected to TWO accounts-
-one with a 2015 license and a different account that holds the 2019 license.
You need to log in to the 'ATC' account and then try and download.
