Number Verifier Settings

Hello,

I have a question about Localizations setting. I have difficulty understanding how 'Require localizations' works.

According to the 'Require localizations' setting explanation, numbers where separators have not been changed should be reported, however, I am not sure if I understand it correctly from the example below.

The following is my Number Verifier setting. I selected  'Require localizations'.

After verifying, errors occurred in segment 1 and 4 (English to Spanish).

I thought numbers where separators have not been changed from the source to the target are reported. However, there were no errors reported related to the separators. 

For example, the separator has not been changed from the source to the target in segment 3, but there are no errors. Why does the situation happen?

I would highly apprecaite if anyone could give me advice.

The settings are the same both in 'options' and 'project settings'

Trados version Trados 2017 (14.1.10018.54792)
