Can you share a screenshot of the error message? Just want to make sure it's not coming from somewhere else.
If it is Google then all I can suggest is you double check your billing or try and contact someone at Google for support? Maybe another user with good experience of working with Google MT has seen this before?

Red line that info that user rate limit exceeded
This is either because you have exceeded a limit or your payment details expired. We can't help you with this one I'm afraid. I don't think an incorrect key would generate this but you could check that I suppose:
